Infrastructure Guidelines Outline

National Rebuilding America Infrastructure Project:
A. Power Generation Job Generation
1. Energy production and management within its impact on the Infrastructure
a. Solar Panels production and deployment on all new homes and businesses around the country.
b. Geothermal generation, magma heat extraction from volcanos for energy production
c. Wind power generation, and site deployment
d. Nuclear Production – emphasis on Zero Point Energy and fusion reactors
e. Wireless energy generation from microwave satellites to various cities as Japan is studying its feasibility.
f. Power Transmission System to be expanded and repaired, power lines in hurricane, high wind areas shall be put underground.
g. Tidal Power from the energy generated by waves and thermal differential of cold water versus warm water.
B. Land Management
2. Water , Waste, and Garbage Treatment Management Job Generation
a. Expansion and rebuilding of our water treatment plants in those cities that have had the highest growth over the last 30 years.
b. Repair and replacements of all water and waste treatment pipes nationally that have the highest degree of neglect and potential for breakage and failure during a hurricane, heavy rain storm, and in areas of larges population.
c. Re-examine the need for additional water reservoirs for free water for every major city in the United States.
d. Map the locations for De-Salination Plants in the United States to generate fresh water for every major city in the United States. From the deployment of De-Salination and water treatment plants from the Great Lakes, East Coast, West Coast, and the Gulf States.
e. Sewage Treatment plants would be modernized to employ the latest technology to recycle all waste
f. National Aqueduct system to transport water between all areas of the United States. Areas with drought would get water from areas of floods and vice-versa. Computer systems to analyze the water needs of the nation, areas that need less water in the winter and more water in the summer.
3. Transportation Projects
a. Light Rail projects to be expanded in all major cities, underground system that is not weather dependent.
b. High Speed 600mph Maglev trains to connect all major cities to compete with airlines
c. Rebuild our freeway and highway system, areas not paved for year; develop new technology to create paved roads not oil dependent.
d. Hydrogen powered (metal hydride) cars and busses to reduce air pollution
e. Replace all trucks used for transportation of good with hydrogen/fuel cell engines by development cost effective retrofit kits.
4. Home and City Planning
a. Future homes will be more self-sufficient, all with solar panels, wind power generation, better home water and waste treatment before returning to the local waste and water treatment system. Less reliance on the water, energy, and waste treatment grid
b. High-tech insulation implementation to lower energy use
c. Homes better built to withstand Category 5 hurricanes and tornadoes that are cost effective.
5. Toxic Site Cleanup Management
a. Reclaiming the land contaminated by corporations and military use decades ago needs to employ new methods to clean that land for habitation and food growth.
b. Identification of all sites and implementation of a schedule for shareholders and project managers to assign resources to implement a cleanup of those thousands of toxic waste sites.
6. Food Production Streamline
a. Water pipelines expansion from desalination plants to all potential areas of the country for growing crops.
b. Crop production development projects, to increase and feed all peoples
c. Skyscraper farming, vertical farming to be implemented in all major cities with a 30 story grocery store for consumers
d. Animal production, better management of diets of livestock, and proper diet
e. Aquaculture: Development of ocean farming technology
f. Underground farming and growth facilities for farming
7. Prison Industrial Complex
a. Private prison companies connected to each prison in the United States.
b. State Prisons - Provide resources to pay for all state prisons and provide job skills for inmates by taking outsourced manufacturing jobs back to the United States for state revenue, such as furniture, and clothing
c. Federal Prisons – Provide manufacturing plants connected to federal prisons to make durable goods such as furniture, clothing, and other items.
d. ADX (Super Max) facilities would manufacture specialty goods
e. Federal Medical Centers would be funded by revenue generated by Federal manufacturing facilities.

8. Reversing Outsourcing Projects
a. Organize a list of all products and resources that have been outsourced
b. Develop a plan of priorities of what goods manufactured overseas can be insourced back to the United States.
c. Example such as furniture production, clothing production, plastics production, television, and electronics production designated back to appropriate states of the United States including prison system
d. Create Tax incentives and energy incentives to mandate the reversal of the most effective items that can be insourced without a price impact due to supply and demand.
e. Increase our exports of goods through the above methodology
I shall try to focus my paper on the methods of immediate Infrastructure repair and address the areas of power, food, and energy generation to increase our quality of life and immediately improve the unemployment during this impending depression.
Throwing money at a jobs solution will be pointless unless there is a well-developed project management plan of establishing the best areas to invest to achieve the highest yield of return on its investment. To achieve any level of success on these long projects, there must be effective team creation, team strategies, with strong project leaders, administrative support and content experts
